The scrambling code set here is applied to the scramble of all the channels
including CPICH, P-CCPCH, and PICH. Therefore, the primary scrambling code
number should be set normally for this setting.
The primary scrambling code number is expressed as follows:
Primary scrambling code number = 16*i (i = 0 to 511)
