Function
Sets the time between time based registrations (when timer based registration is on) and turns
the timer based registration state to on.
The value is not the actual time. The registration period is used in the following equation to
determine the time between registrations:
time between registrations= [integer portion of 2
(reg_period/4)
] x 0.08 seconds
